Summary of Experience
As a Senior Special Agent with the United States Customs Service, Will Docken conducted forensic examinations on scores of computers. The examinations were conducted to search for evidence of several different crimes that included International Trafficking in Arms, Money Laundering, Narcotics Smuggling, International Trafficking in Child Pornography, Obstruction of Justice and Customs Fraud. Since his retirement, Docken has been hired by the United States Attorney to consult as a computer forensics expert on three child pornography prosecutions.
In addition to examining computers for criminal prosecutions, Docken has examined computer evidence and consulted on a variety of civil investigations. Most recently Docken has worked extensively assisting as a criminal defense expert.
Expert Witness Qualifications
Docken has testified as a computer forensic expert in the following United States District Courts:
United States District Court, Central District of Illinois
United States District Court, Eastern District of Wisconsin
United States District Court, Western District of Wisconsin
Docken’s report and expert opinion was accepted in the United States District Court, Southern District of Florida.
He has also testified as an expert in the Oconto County Wisconsin Circuit Court in 2000, Dane County Wisconsin Circuit in 2005 and Polk County Wisconsin Circuit Court 2006.
Education
Graduated from the University of Wisconsin Platteville in 1973 with a Bachelor of Science degree in Criminal Justice.
Since graduating from UW-Platteville, Docken has continued to take college courses including eight credits in Accounting from Carol College, Waukesha, Wisconsin and a three credit course, Developing Web Pages from Anoka Ramsey Community College, Cambridge, Minnesota.
As a criminal investigator with the United States Government, Docken attended numerous training courses for criminal investigators. He graduated with distinction from the Criminal Investigator Basics School. He also successfully completed the IRS Inspection Basics and Advanced Inspector training.
After transferring to the United States Customs Service Docken completed the Customs Basic Enforcement School and the Senior Special Agent Training.
Specialized Computer Training
In 1978 Docken completed the Specialized School on Computers for Internal Revenue Service at the FBI Academy in Quantico, Virginia.
In 1991, Docken attended the first training course offered by the International Association of Computer Investigative Specialists (IACIS). IACIS offers an 80 hour training course followed by an intensive home study that leads to their Computer Forensic Computer Certified Examiner. He received his certification in 1993 and has maintained the certification since that time. Docken completed his IACIS recertification in 2002 and 2005. Docken has attended ten of the two week IACIS conferences as a student, instructor and staff member. In addition he coordinated and attended the first IACIS advanced course in 1997, titled Computer Forensics for the Internet.
Docken joined the Forensic Association of Computer Technologists in 1996 and has attended six of their advanced computer forensic training courses. Each course has run from 24 to 32 hours.
In 1999, Docken completed a one week course offered by Guidance Software on the use of their Encase software.
Professional Organizations
Docken has been a member of the International Association of Computer Investigative Specialists, from 1991 to the present. While with IACIS he served on the board of directors, is a certified instructor, was re-certified in 2002, and received his lifetime membership in 2004.
Docken has been a member of the Forensic Association of Computer Technologists since 1996 and has served on the board and as President.
Docken was a co-founder of the Wisconsin Association of Computer Crime Investigators and served on the executive committee.
